Signs of serious concern for the new India payments banks?

Graham Wright is not a natural alarmist, so I read this recent piece and became very concerned that our worst fears, expressed when all this was started, may be coming to pass.  Why won't the policymakers recognize the SME interests of those they want to serve the critical roles as correspondents/agents/new bankers? matt
